To his excellency the governor of Kafr El-Sheikh Who benefits from depriving the citizens from their shares of subsidized flour!!
The LCHR received complaints from dozens of small traders in Desouk, Kafr Al-Sheikh governorate. According to their complaints, the traders have already obtained permits for a warehouse for the distribution of flour, but they were surprised by the decision of the Governor of Kafr el-Sheikh which withheld flour weighing 10 kg and raised its the price to more than its price on the free market, which led them to file a lawsuit before the administrative court of Kafr Al-Sheikh under the No. 5079, to abolish the governor's decision, and receive the flour shares allocated to them. The court ruled in their favor and canceled the decision of the governor, and the Supreme Administrative Court upheld the ruling of the Administrative Court.
Nevertheless, the small traders are bemoaning the wasting of the court rulings, as the governor refuses to implement the rule of the court despite the friendly and legal attempts to implement the court's final ruling!!
The traders assert that they are threatened with imprisonment, because of the debts which they accumulated, as a result of the deterioration of their conditions, after the decision of the governor, as they have become unable to pay the rent for their shops and houses in which they live, or to pay taxes and insurances. Also, the Bank of Development has recently filed lawsuits against some of them because they were not able to pay back their debts despite the fact that these debts do not exceed 5,000 pounds.
The traders said that their living conditions have deteriorated which led to the displacement of their children, and their dropping out from school, in addition to the traders not being able to fulfill their obligations to protect their families and provide health care to them.
The LCHR submits the complaints of the small traders to the governor of Kafr El-Sheikh and the Prime Minister, demanding that they give the small traders their allocated shares of flour, in order to ensure the rights of citizens with limited income, and to ensure that the flour subsidization has reached them, and that the ruling of the Administrative Court No. 5079 has been implemented, for the sake of ensuring the rights of citizens to the sovereignty of the law and to a peaceful and dignified life.
The LCHR also calls upon the members of both houses of parliament and the civil society institutions in the governorate of Kafr el-Sheikh to unite in solidarity to protect the rights of small traders and promote the rights of citizens with limited income to a decent and secure life.
