Communiqué to the Prosecutor General, Who will protect citizens from thugs and the arbitrariness of the police forces?

 

The LCHR has received a complaint from citizen Nasr Imam Ali, stating that a number of thugs have assaulted him with sticks and iron pipes in El Warrak area. The thugs were accompanied with someone who claimed to be a police officer. They were 6 people who went to the victim's apartment, tied him up, took him to the street and assaulted him in front of the people. The victim's sister called the police to help him. The police car came and took him to El Warrak police station, and instead of filing a report against the perpetrators, the report was filed against the victim, claiming that he has broken the windshield of a car that belongs to one of the perpetrators and stolen fifty thousand pounds from it. The report was filed with no. 18536 for the year 2006 and was scheduled for a session on 6/12/2006 before El Warrak Misdemeanor Court. This was done despite that the victim proved that he was assaulted, but the officer in charges refused to file a report for him against the other perpetrating police officer who happened to be a traffic policeman working in Giza, he was called Mokhtar Mousa. This man has killed a citizen before with his police weapon, which his administration withdraw his weapon.
On 17/8/2006, the LCHR has presented the citizen's complaint to El Warrak prosecution to make the necessary legal procedures against the thugs and the policeman. The complaint was transferred to the desk of the Attorney General in the Prosecution of Northern Giza with no. 14359 on 28/9/2006. Since that day, the thugs are terrorizing this citizen to force him to relinquish and withdraw his complaint or he and his family will be assaulted and kicked out of their home.
What El Warrak police forces have done is a violation to the Egyptian law and constitution and to the international human rights covenants that assert citizens rights to protection and personal safety.
The LCHR presents the victim's complaint to the Minister of the Interior and the Prosecutor General to make the necessary legal procedures against the thugs and the policeman, stop their assaults against this citizen and guarantee his and his family's dignity and rights to protection and safety.
