LCHR's report about the secon stage of the parliamentary elections: The people have deceived the candidate of the national party in Port Said ... the Muslim Brothers are in continuous dispute with the national party
The LCHR observers are monitoring all violence events and violations in the elections of the second stage in Fayoum, Qena, Behira and Port Said. Observers have monitored the following:
In Qena:
National party candidates didn't have any luck in winning. LCHR observers praise the positive role of judges, as they were helping voters in surmounting voting obstacles, in addition to the impartial role of the security forces and only interfering in case of clashes. In Qena city, candidates of the Muslim Brothers and El Wafd were expecting to win, but they didn't which have increased the violence events. In Qeft, ecurity forces were incapacitating voters from entering the committees to vote for the Muslim Brothers candidate, as they have only allowed 5 or 10 voters to enter the committee every hour till 12:00 pm and then they have completely stopped the people from entering the committees, and anyone who has declared his intention to vote for the Muslim Brothers outside the committee, he was beaten, this situation has continued till 07:00 pm, which has led to the failure of the Muslim Brothers candidate, while 2 of the national party candidates have won along with 2 of the independent candidates.. in Qoos, the same thing happened to the candidates of the Muslim Brothers there, as security forces have closed committees and prevented voters from entering to vote for the Muslim Brothers, in addition to firing shots and using tear bombs, which have led to the injury of 7 citizens and they were transferred to the hospital, but in the end, one of the Muslim Brothers candidate has won along with one of the national party candidates. In Armant, till now the elections results weren't announced yet, the people say that national party candidates have failed, that is why the result announcement was delayed, in order to forge them, LCHR observers say that a whole electoral box was stolen and burnt, and everyone was cleared out of the sorting committee and no one was left except for judges, and the people are gathering outside the committee worried and concerned about the results and expecting the winning of the national party candidate. In Luxor and Isna, judges have allowed observers inside the committees which have contributed positively in limiting violations.
In Qalubeya:
In El Qanatr El Khayreya, there were several violations against the candidate of El Tagam'a party for the benefit of the candidate of the national party, results wren't officially announced yet, declaring the winning of the candidates of both the Muslim Brothers and the national party, as most candidates have refused to sign in agreement to this result, and they have presented a challenge to the prosecutor general objecting on this result, these violations have included the doubt that these were real judges, as one of them was a young woman continuously receiving calls on he cell phone and going to the bathroom wasting time and hindering the voting process, representatives of the national party candidates were allowed to speak with voters inside the committee, police forces were negatively impartial, other representatives and observers weren't allowed to accompany the boxes to the sorting committee.
In Fayoum:
The situation ws the same as in Qena, but in Yousef El Seddeeq, at night the result was settled for the winning of the candidate of the Muslim brothers and the failure of Yousef Waly the formor minister of agriculture and candidate of the national party, but that was changes in the morning, as he has accompanied the candidate of the Muslim Brothers in winning, there were a lot of security violations for the benefit of the candidate of the national party in many committees, in addition to the spread of thugs outside the committees terrorizing citizens, money was distributed among voters "100 pound per vote" under the supervision of the security forces, LCHR observers have presented complaints to the judges to stop these violations, but there was no response, during the sorting process, representatives and observers weren't allowed inside the committees, but representatives have counted the votes registering Yousef Waly with only 9 thousand votes, but that number was increased to 11 thousand voted to qualify for the restitution stage. In Sanoras, the competition was between an independent candidate, the Muslim Brother and th national party, voters were terrorized to vote for the national party, but the result came with the restitution elections between the Muslim Brothers and the national party. In El Fayoum station, the national party have failed, while independent candidates have won, but they expected to join the national party, that is why the elections were quiet in that area, but there were some violations.
In Behira:
Most results have announced the winning of national party candidates and the restitution between them, the Muslim Brothers and independent candidates, there were sevaral violations committed for the benefit of the national party.
In Port Said:
National party candidates have failed miserably, as non of them has won despite the recommendations of Gamal Mubarak the head of the policies committee to make at least 6 of them win. For instance: one of the national party candidates was a businessman accused in the loan scandal, he has tried his best to win, but the people tricked him, as he was buying votes with a lot of money, the people took his money and voted for the candidate of El Wafd party. There were violence events and fire shots, in addition to burning 2 whole boxes containing votes for the candidate of the Muslim Brothers, and security forces have used tear bombs.
Final results indicate that after sorting 37 constituencies of 72, 13 candidates of the Muslim brothers have won and 3 of the national party, while restitution will be in the rest of the constituencies including 48 candidates from the national party, 37 from the Muslim Brothers, 4 from El Wafd party and 4 from El Tagamo'a party, in addition to 23 independent candidates.
