The loss of the workers bonuses and the illusion of fair fees among the offices of the ministry of insurances

 

At the time of the President's declaration about increasing salaries 20% two months ago before the presidential elections, we find the opposite, low wages and the deterioration of the workers livelihood conditions. According to the human development report for 2005, about 45% of the Egyptian people earn less than two dollars a day, at the same time, more than half a million workers had early retirement because of the government's privatization policies.
In this context, about 700 workers at El Ma'ady company for engineering industries were surprised with being transferred to early retirement without adding their dues and bonuses that represent about 80% of the pension value, which made a big difference between the expected pension and the paid one. This is considered a violation to law no. 79 for the year 1975, its' amended laws, the decisions o the minister of social insurance especially decision no. 35 for the year 1987 concerning the variable salary, the decision of the court of cassation and the decision of the supreme constitutional court no. 33 for 25 judicial.
According to these law, this company has violated the declarations of the president and the minister of planning, as before the last presidential elections, they have confirmed that workers salaries will increase by 20%.
Insuring at the public bureau for social insurance is an obligation for all work owners and their employees.
The amazing thing is that the ministry of insurance is stalling in paying the dues of the early retired workers, while at the same time, it is giving billions of pounds to governmental foundations and companies as unsecured loans which threatens of wasting the public money because of implementing such policies. The LCHR wonders, what could these workers do in front of the obstinacy of these administrational bodies and their violation to the law? Especially that the decisions of the settlement committees do not obligate the administrational bodies and the slow payment procedures postponed the implementation of the law for several years. How could these workers satisfy the needs of their families or even pay for the education of their children ... etc? is this the role of the minister of insurances in protecting the right in social insurance? What will the government's deception result in other than violence?
The LCHR demands the minister of insurances to issue its' decisions concerning the addition of 80% as the five bonuses to the workers pensions. The LCHR has came forward to the settlement committee at the public bureau for social insurance to review the workers demands in a session on the 30th of September 2005 to issue its' recommendations of settling the pensions as an implementation to the law. The LCHR also demands the public union, the ministry of manpower and all CSOs interested in workers rights to unite in solidarity with thee workers so that they could receive their full pensions as a guarantee to their rights in a fair fee, social insurance and a decent life.
