A notification to the General Prosecutor and the Minister of Internal Affairs The people of Imbaba call for help
LCHR has received several complaints from some of the residents in Aziz Ezzat land – Imbaba – Giza province, stating that the chief of police and the adjutant of Imbaba police station have mistreated them, tortured them, fabricated lawsuits against them and detained them without any right to do so.
Citizen “Nour El Din Darwish” an owner of a ceramic company has stated in his complaint to the Center that the adjutant of Imbaba police station “Ahmed El Helehly”, the chief of police “Medhat Faris” and some of the investigator (policemen) of Imbaba police station “Mohammad El Wardany – Mohammad Mabrouk – Sayed Tohamy – Ragab Thabit” have assaulted him by beating and torture with a stick (rod) after detaining him and his family members (women and children) at the police station without any right to do so and treating them inhumanely, the man and his family were prevented from making medical reports to prove that they have been tortured by the policemen in the bathrooms at the police stations and they have been threatened to bankrupt their company, fight them in their source of income and ruin their trading reputation in the market, they have cursed and insulted them publicly (in front of passing people and neighbors) and they have used their authority and influence to bring losses upon the company because of the threats of the chief of police and the adjutant of Imbaba police station to some of the citizens dealing with the man and his family, as they have stated in their complaint.
The chief of police and the adjutant have accused the citizen and some of his family members with bullying and wrote a record (report) in 22/1/2005 and they have been detained for several days at the police station after the decision of their release made by the prosecution, and of persecution the chief of police and the adjutant in 31/1/2005 have arrested the brother of “Nour El Din Darwish” who is called “Ahmed” and accused him with the crime of weapon possession, and he has been tortured at the police station which made him go and make a medical report of the torture marks on his body at the forensic medicine to add it to the report that he has filed.
Citizen “Ragab Abdel Ghany Abdel Hady” has confirmed in his complaint to the Center the unjustness of the general authority represented in the chief of police and the adjutant of Imbaba police station, as thy have assaulted him by beating him on his head, back and several parts of his body with a stick, in addition to insulting and cursing him using indecent words publicly (in front of people passing by and neighbours) without any reason when they were walking in the street that he lives in, his neighbours took him to Imbaba central hospital where they made a medical report for him that shows his injuries made by the policemen of Imbaba police station, who have threatened the mentioned citizen with detention if he went to any authority with his complaint.
The Center came forward with the citizens complaints to the Minister of Internal Affairs and the General Prosecutor to make the necessary legal procedures against the chief of police, the adjutant and some of the policemen of Imbaba police station, make an investigation and present them for questioning to stop their torture and mistreatment of citizens, and protect citizens rights guaranteed by the legal tests, the Egyptian constitution and the international covenants for human rights.
The Center sees that what the chief of police and the adjutant of Imbaba police station have done, is a continue of the policies of the torture and humiliation of citizens inside police stations in Egypt, as despite of the continue and repetition of these actions, the government didn’t make any deterring procedures against the policemen who practice these illegal and inhumane actions against citizens.
The Center demands the officials and the civil society foundations in Egypt for their interference to stop the torture, humiliation and mistreatment of citizens, and guarantee their rights in a proper treatment, decent life, freedom and personal safety.
