A training workshop about developing the skills
of the personnel working in the field of protecting the right of children
We know that all the countries
except Somalia and USA signed the children agreement. These agreements are not
just Slogans but it is a reality. Today we discuss the agreement of children in
reality; Egypt is one of the countries, which signed the treaty after a short
time of declaring it, but to what extent is this international treaty is applied
in Egypt.
Great numbers of children in Egypt
are deprived of their human rights. Large numbers of them work in dangerous
conditions without protection. There are thousands of children working under the
legal age of work.
Consequently, the law does not
consider them working. There are also thousands of children working in
occasional works especially in the agriculture field and the work laws make them
an exception. The laws do not recognise their laws because they do not recognise
their existence. The problem is that committees, which work in children field in
Egypt, have little experience, thus they do not realise the aspects of the
problem completely. For example, there is no statistic can be described as
realistic about the number of working children in Egypt.
The international Enterprises said
that the number of working children in Egypt does not exceed one million and a
half, but other and we discover that the number is more. According to our
experience in agriculture sector, we know that working children in cotton farms
only is more than 3 million children. This indicates the real problem.
The reasons of children work are
due to many different factors. As for us in LCHR, we think that the main issue
is the issue of policies not only establishing the policy but also applying them
too. If policies aim at prevention of children work, it should, on the other
hand, deal with the big issue like poverty, unemployment and other reasons of
children work.
We worked in the issue of children
work since 1997; we define three levels of work. For example, in the case of
children in jury due to car accidents during their going to work in farms the
lawyers of LCHR charge them to pay compensations for the children and their
families in case of injury or death. We also publish this in newspapers and
issue studies and reports for discussing the problem. We also try to make
recommendations and to make the experts and the interested people participate to
make a lobby aims at pressure to change the policies, which push children to
work. In addition to the reasons, which make them work without protection
depending on the recommendations, we deduct of our experiences.
We
also exert efforts to develop skills because most of the committees, which work
in that field, have no experience of the agreements and international treaties,
and sometimes of the local legislations. We try to have a role in developing
their awareness of these topics to benefit from them in their daily work with
children. The main purpose of this workshop is to develop the skills. In the
centre, we reached the end of one phase of the work phases in that topic and we
want to view our experience and to hear experiences, then to evaluate these
experiences. We also want to make a directory for us and for the committees we
work with in the countryside to help these committees which work with children
and developing their skills.
