How to Establish a National Association? "February 2006"

If an individual or a group of people decided to establish a national association or foundation, they must first define the message of this institution like "development, improving the society or other aims that lead to improving citizens conditions and developing their incomes", after that they can start establishing the association according to the law of national associations no. 84 for the year 2004, as clause no. 1 of this law defines the association as "every group with continuous organization for a certain time period combined of a number of people who are no less than 10 for a nonprofit cause".
To establish an association you must follow the following steps:
• Obtaining the necessary documents from the following administrational institutions: "the department of social affairs at the governorate where you want to establish the association or the regional union at the governorate for a fee of 50 pounds".
• The importance of reviewing the law of national associations no. 84 for the year 2004 and understand all of its' clauses to know all about establishing associations especially about the necessary documents and forms that must be filled.
• Choosing a headquarter for the association and write a contract with its' name signed by the owner and the authorized person of establishing it, in addition to registering this contract in the land or real estate registration office.
• Hold a meeting with the founders with the oldest members as the head and the youngest as secretary to agree on the name of the association, its' message, field of work and geographical coverage, and electing the members of the board.
• Hold the first board meeting to define the role of every member. • Finalize and register the foundation contract signed by all of the founders and fill all out the necessary forms.
• Fill out an application form for the membership of the union.
• All of the founders must sign a statement according to the prepared forms.
• Make the association's bylaw and regulations signed by the association's secretary general and chairman and adding he names and signatures of all of the founders.
• Making a roll containing he name of each board member and all of the necessary details.
• Make an accreditation signed by the chairman and the secretary.
• Send a visiting letter enclosed with a copy of the registered rental contract and the association's bylaw to the department of social affairs where the association is located, in order for the social affairs to visit the association and make an observation report. And make 10 copies of all of the documents except for the accreditation, the application for the union membership and the members statements, as you can provide only one copy of those documents, put every group of these documents in separate files, in order to deliver 9 files to the department of social affairs in the governorate where you want to establish the association, and depositing a sum of 100 pounds with the name of the association in a specialized bank account, which can be obtained by the administrational body.
Within 60 days, the administrational association must respond to the foundation request, as not responding will be considered an approval to start practicing activities. Then the association can hold a meeting to plan its' yearly actions "aims, activities, timetables, budgets and the person in charge", in addition to holding a monthly board meeting to follow up the implementation of activities and achievement of the aims.
