Rights of Candidates (Authorized) Representatives in the Committees of the People's Council Elections 2005-2010

Dear Voters:
Every candidate has the right to delegate a voter to represent him in the general committee and another in the branch committee. The candidate must inform the head of the committee with this delegation in writing a day before the elections. If 30 minutes have passed the deadline and the there weren't any representative for a candidate, the head of the committee assigns them from the attending registered voters who can read and write through lots.
The authorized representative must apply the following conditions:
- He must be registered in the electoral table of both general and branch committees that he is delegated in.
- He must possess a proxy (procuration) from the candidate certified by one of the administrational agencies.
- He must not be a Sheikh or a village/town Chief.
What are the representative's rights in the branch committee?
If the candidate's name was reported to the head of the committee, he has the right to enter and roam the electoral committee (association), but not the electoral hall that contain the voting boxes unless he wants to present a note in the session's report after presenting a request to the head of the committee and not before.
The representative has the right to prove the following notes in the session's report:
- If electoral boxes weren't opened, he has he right to prove that in the report before the beginning of the electoral process, and it is preferable to define the type of the box "glass, wood or other"
- If there were electoral cards inside the boxes before the beginning of the electoral process.
- If there wasn't any phosphoric ink or if it was no good for use or removable before 24 hours.
- If the voting (lot) areas didn't have any curtains (coverings).
- If the committee's stamp (cachet) and elections date weren't clear on the back of the electoral cards.
- If there was someone inside the electoral hall other than voters, representatives or candidates.
- If the representative wanted to prove the identity of one of the voters.
- If someone was trying to influence voters.
- If someone was trying to force voters to vote for a certain candidate.
- If a policeman has entered the electoral hall without request from the head of the committee.
- If a non-candidate official has entered the electoral hall.
- If a voter didn't present his electoral card folded to the head of the committee to put it in the box.
- If a voter has voted more than once inside the same committee.
- If an armed man has entered the electoral hall.
- If a representative was harassed or forced to exit the committee.
- If a candidate was trying to influence voters opinions.
- If someone was trying to vote and his name wasn't enrolled (registered) in the voters table at the committee.
In case the head of the committee has refused to register the notes of the representative in the session's report, the representative has the right to file a report of the incident at the nearest police station, and if the police station has refused to file a report for him, he can go to the nearest prosecution.
What are the representative's rights in the general committee?
- He has the right to attend th general committee provided that he has a general authorization from the candidate clearly states his right in representation in the general committee.
- He has the right to attend the vote sorting committee, pass by the branch committees and prove any notes in their session's report.
The representative in the general committee has the right to prove the following notes in the session's report:
- If the electoral box of any branch committee wasn't directly delivered to the head of the general committee but delivered to the head of the system force or policemen, and he has the right to register his objection on sorting this box.
- If it was revealed that the electoral boxes were sealed before the sorting process or they were sealed without the red wax.
- If the electoral boxes were ruined or abused.
- If the number of cards inside the box was different from the number of voters inside the committee (more or less).
- In case someone was trying to evict by force candidates or their representatives who have the right to attend the sorting committee.
- In case the head of the committee was changed suddenly and without any reason.
- In case the head of the general committee didn't confront violations or didn't respond to the representative's request to prove (register) this violation, then the representative has the right to file a report at the nearest police station, and if the police station has refused to file a report for him, he can go to the nearest prosecution or inform the desk of the prosecutor general by post or fax.
- In case the head of the general committee didn't announce the results of the elections and the number of votes that every candidate has received, as he must do that in addition to signing this announcement a long with the trustee of the general committee at the session on three copies of its' report, he has to send the first copy along with all of the elections papers to the minister of the interior, the second copy must be directly sent to the elections supreme committee and the third copy is reserved at the headquarters of the security bureau.
- The head of the elections supreme committee must announce the general result during the three days that follow the announcement of the heads of the general committees of the electoral results in their areas.
We all must help and support the representatives who confront any violations to the law of practicing political rights to support the democratic development and guarantee the impartiality of the parliamentary elections in Egypt.
