Reform and the Parliament

This report is issue no. 22 of LCHR's Civil Society series. The report spotlights the relation between the reform and the parliament, aiming to know the role of the parliament and the reform and change process by issuing legislations, monitoring the work of the executive authorities and making general policies.
The report sees that the current political and economic changes in the Egyptian society require working on strengthening the role of the parliament so that it can support the possible political, economic and social reform, in order to achieve the highest development rates in all fields.
The report consists of a number of sections. These sections present some concepts, like the concepts of the parliament, democratic representation and good governance.
The report also presents the historical development of politics and governance in Egypt, spotlighting the different constitutions issued throughout the Egyptian history, the economic and political conditions accompanying these constitutions.
The report also presents the historical development of the legislative authority in Egypt, indicating the social and political structures of the parliamentarians, and the role of the parliament in Egypt according to the Egyptian constitution and international covenants.
The report also presents a number of issues, like the relation between improving the parliament and its work and improving the political system.
The report indicates the importance of improving political participation and supporting the role of political parties in the reform and change process, in order to improve citizens conditions and guarantee them a safe and free future.
