15 Emergency and democracy in Egypt It was issued in Oct 2003 that monitors the deteriorated social, economic, and political conditions in Egypt. The report is divided into seven main parts. The first part highlights the current scene of the democracy crisis in Egypt reviewing the conflict between the government and representatives of different forces especially the activists of solidarity movements with the Palestinian and Iraqi peoples. This part reviews the repressive policies that fabricate accusations against opposite groups (Islamic and socialist). It mentions to the refusal of security forces for the registration of LCHR and NWC. The second part entitled “Exceptional laws and Emergency. A permanent case” reveals the legal and international conditions that restrict the implementation of emergency state. The third part “Violation of citizens' rights during trial in front of the natural judge man” mentions to the exceptional and military courts that deprive the citizens to be trailed before neutral and independent judgement. The fourth part “Confiscation of rights and ambiguous charges” reviews the restrictions applied by the Egyptian government to confiscate the right in forming parties, syndicates, bonds, associations and organizations. The fifth part “Is freedom of acquaintance and communication criminated?” concentrates on the citizens’ right in creation, knowledge and beliefs stipulated by the Egyptian constitution and international conventions undersigned by Egypt. The sixth part reveals the legal protection for communications and correspondence. The seventh part “the computer is a criminal suspicion” mentions that most of cases through which the political opposites were accused throughout the last ten years, the personal computer was considered as one of the evidence for the criminal accusation. Finally, the report reviews some recommendations that help in protecting human rights in Egypt. |
