Migrant workers and irregular migration  

The Land Center issued a new report in a series of economic and social rights (no. 83) on the situation of migrants including the monitoring of the events of Egyptian expatriates in the first half of 2010 in addition to the problems being experienced by migrant workers in other countries, the report aims to address the problems of migration and migrants within the ongoing reforms to stop human rights violations.
In the first section, the report deals with the defining the strategic objectives of cooperation between the EU and Egypt, especially on issues of immigration and immigrants and the requirements of this relationship need to support democratic reforms and the development of competitiveness and sustainability of development. The report shows the constraints against the objectives of the partnership by the European Union. One of these obstacles is the slow economic growth and the need to develop relations and trade links to Egypt, regionally and internationally with a strong transportation network with attention to reducing the level of poverty and build a productive educational system.
The report also draws attention to the need to support democratic reforms in Egypt, as well as public freedoms with the need to hold free and fair elections.
In its second part, the report reviews "The law and immigrants" issue that deals with the legal status of migrants presenting an overview of the Egyptian law provisions that talk about immigrants and the authorities of the Minister of Interior infinite in the treatment of migrants, which up to expulsion and deportation for those who do not have legal residence in the country without trial or explanation.
The report deals with the apportionment of the third theme "The Irregular Migration of young people during the first half of 2010”.
The report attempts to collect what was published in some Egyptian newspapers and concludes the deteriorating conditions of young immigrants and arbitrary points of the various States in ensuring the rights as they are either drowned and missing or locked up and the authorities do not pay any attention to know the origin of the disease from poor economic conditions and the lack of job opportunities for these young people, resulting in all of these problems In addition to that 2010 witnessed the death of (6), the drowning of (14), the loss of (31) and the injury of (7) Egyptians.
The report discusses "The obstacles facing the Egyptian workers abroad, especially in the Gulf countries” in its fourth section.
Their problems are clear in several points as follows:
- The fraud against the Egyptians and non-payment of financial dues and dismissal.
- Exposure to torture and the incidence of permanent disabilities and sometimes even up to murder.
- Fabrication of charges by some employers, especially Arabs. And the suffering of immigrants from the sponsorship system, which is a throwback and a return to slavery ages again.
In conclusion, the report is looking forward that government, particularly in the European Union countries to ensure the right to travel without restrictions and stop the practice of immigration detention as incompatible with international standards of human rights and stop the violation of their rights to safety and a decent life.
The report focuses on:
- The need for States to respect the rights of movement and security of migrants.
- And that the detainees are released without discrimination.
- Do not use force except in accordance with international standards of relevant human rights as well as to investigate thoroughly and impartially before the capture of migrants so as to ensure a decent life safe for all immigrants and ensure their rights to liberty and security.
