Development and Agricultural Credit Bank between corruption and policies of stealing the farmers
This report has been issued in September 2002. The report is dedicated in its first section to historical background about Development Bank and narrates the story of poor Egyptian farmers who have been living in bad conditions since the twenties of this century because of governmental policies. This section is a strong proof of the bad relation between farmers and credit policies due to many changes in the structure of agricultural credit in Egypt in the last seventy years. These changes are mainly, as founders of these policies in different governments would say, for the sake of farmers of small ownership. Was it really the purpose? Is it really easy for farmers to get a credit without the need to beg for it from landlords, traders and businessmen? Has the relation between farmers and credit policies changed after 72 years since agricultural loan banks have been established? Actually the real daily life of farmers reflects pessimistic answers for these questions.
The report tries to find some answers for these questions and others in addition to discussing the current policy and trying to find an answer for the question: does it improve farmers positions or does it eat up their resources that are already small?
The second section of the report studies the effect of law no. 96 of 1992 on the current credit policy and tries to know whether there are any negative effects. This section of the report also makes an overview of some shapes of corruption prevailing in some branches of the Bank in the governorates of Menya, Beni Sueif, Sohag, Assiut, Quena, Gharbeyya, Sharkeyya, Kalyoubeyya and Beheira.
